In 2025, public sector employees in Russia are poised to see an increase in their wages. According to plans approved in the federal budget, salaries for teachers, doctors, social service staff, emergency responders and other public employees will be raised by 13.2%. This wage boost forms part of a large‐scale indexation process, scheduled to occur in two stages and affecting millions of workers in state and municipal institutions.

First Stage of Indexation

The first phase began on 1 January 2025 and will continue until 1 October. During this period, wages for public sector employees will increase by 13.2%—not only their base salaries, but also the regular bonuses that form a stable component of their income. The aim is to improve the financial well‑being of those working in vital social sectors that underpin society. For years, teachers, doctors, social workers and emergency services personnel have been among the least well‑paid, and this indexation is designed to help address that imbalance.

Second Stage of Indexation

The second stage is scheduled to commence on 1 October 2025. While the exact figures for this phase remain to be confirmed, it is expected to reflect the prevailing economic conditions and fiscal capabilities of the budget. Importantly, the indexation will apply only to regular payments made to employees in the public sector.

A Broader Strategy

This wage increase is part of a long‑term strategy aimed at enhancing the quality of life for workers in the social sphere and boosting the prestige of these professions. In recent years, the government has paid special attention to supporting educators, healthcare professionals and social workers, recognising the critical role their work plays in societal development.

However, many experts caution that even a 13.2% increase might not fully resolve the longstanding issue of low incomes in the public sector. When accounting for inflation and the rising cost of essential goods, the real increase in purchasing power may be less substantial than hoped.

Nonetheless, the planned salary indexation in 2025 marks an important step, demonstrating the state’s commitment to the needs of social sector employees. Increased earnings for teachers, doctors and emergency responders will not only improve their material conditions, but may also help attract new talent to these professions—an essential consideration amid a shortage of qualified specialists.
