The Russian government plans to invest ₽49.4 billion in the development of maritime and inland waterway transport infrastructure between 2026 and 2028.

The funding will be distributed as follows: ₽9.63 billion in 2026, nearly ₽19.3 billion in 2027, and ₽20.5 billion in 2028.

Of the 2026 allocation, ₽5 billion will be provided as subsidies to Russian companies to offset the costs of maritime cargo transport to and from the Kaliningrad region, amid ongoing international sanctions. An additional ₽1.1 billion will be granted to the Murmansk regional budget for drafting documentation related to the removal of sunken property from regional waters.
