According to Lashko, a man can receive maternity capital if he adopts a child from an orphanage and is the sole adopter, meaning he is not married. In this case, after applying to the Social Fund of Russia (SFR), the man will receive a certificate for maternity capital.
Additionally, a man can receive financial support in the event of the mother’s death, if the mother loses parental rights, or if she is declared missing. In these situations, the maternity capital is not annulled but transferred to the father of the children, Lashko explained.
He added that marital status does not affect eligibility for maternity capital. If parents are divorced and the mother dies, the father of the children is entitled to the payment.
If the children have different fathers, the right to receive maternity capital passes to the children themselves. They can use the funds upon reaching adulthood, or a guardian can use the funds with the consent of the guardianship authorities.
To receive maternity capital, a man must gather the necessary documents and apply to the SFR. After this, he will receive a certificate in his name and be able to use the funds. The money can be spent on improving housing conditions, paying off a mortgage, children’s education, and other approved uses, Lashko concluded.
