The Ministry of Energy aims to encourage Russians to consume less electricity by transitioning to tariffs akin to those used by commercial enterprises. This move may lead to an increase in electricity prices.

Citizens will be encouraged to switch off household appliances during specific hours, including periods of peak demand. One of the primary objectives of this initiative is to alleviate strain on the power grid.

On average, tariffs applied by commercial enterprises are 34% higher than regulated ones. In return, Russians may receive compensation. A corresponding federal law project is slated for development by the beginning of 2025.

After involving citizens in the demand-side management market for electricity, homeowners will be required to voluntarily forgo purchasing electricity at regulated tariffs. The ministry asserts that such a deal will be advantageous. They aim to attract youth and environmentally conscious individuals to participate.

At the end of last year, Russian authorities already took measures obliging regions to transition their populations to new tariffs, which will increase with higher electricity consumption. As an alternative, regional governments were offered subsidies for tariffs from their own budgets.
