The government is set to provide additional support to working parents with two or more children. The relevant bill has already received backing from the Federation Council’s Committee on Social Policy.
Parents residing in Russia who are citizens of the country will be eligible for these payments. The per capita income of their family must not exceed 1.5 times the regional subsistence minimum.
The Pension and Social Insurance Fund will be responsible for disbursing the funds. Eligible recipients include parents, adoptive parents, and guardians raising children under 18 years of age, or up to 23 years if the child is a full-time student in school, college, or university. Applicants must not have any outstanding child support debts.
The annual payment amount will be equal to the difference between the personal income tax paid in the year prior to the application for the payment and the personal income tax calculated at a full 6% rate on the same income.
The law is scheduled to come into effect on January 1, 2026.
