A significant portion of the Russian population supports the introduction of a progressive income tax scale, where the tax rate on personal income tax (NDFL) increases with higher income levels. This idea has received approval from 76.6% of Russians, according to a survey conducted by the financial online platform Webbankir, as reported by Gazeta.Ru.

Conversely, 23.4% of respondents opposed this measure, arguing that “the wealthy already pay more because their incomes are higher.”

Opinions vary widely regarding the threshold for applying a higher tax rate. Specifically, 23% of respondents believe that the increased rate should apply to incomes over 200,000 rubles per month. A more stringent stance is held by 29.8% of participants, who believe that the progressive scale should begin at 150,000 rubles. Meanwhile, 28.7% of respondents argue that even those earning over 200,000 rubles are “not really wealthy” and thus should not be subjected to higher NDFL. The remaining 18.5% are against any tax increases altogether.

When asked to specify the monthly income at which a higher tax should be introduced, responses ranged from 60,000 to 10 million rubles, with the median value being 335,000 rubles per month.

The survey, conducted in June 2024, involved 1,500 Russians.

In late May, Russian authorities proposed tax changes for both citizens and businesses, including the introduction of a progressive NDFL scale. The proposed tax rates for wealthier individuals range from 15% to 22%.
