In a discourse with the Parliamentary Newspaper, State Duma Deputy Nikita Chaplin articulated that a woman with three children is eligible to commence receiving insurance pension at the age of 57, contingent upon fulfilling a series of prerequisites.

According to the legislator, the Russian Federation robustly champions the cause of large families. An array of supportive measures for households with several children has been established, including the provision for early retirement. This dispensation extends to mothers of three or more offspring.

For a woman to qualify for early pension benefits, she must reach the age of 57. Additionally, she must have nurtured at least three children up to the age of 8, possess a minimum of 15 years of employment history, and have accrued a specified tally of individual pension coefficients (IPCs). By the year 2044, the required number of IPCs is set at 28.2, and from the year 2025 onwards, the threshold is elevated to no less than 30.

Chaplin emphasized that recognition is given not solely to periods of employment but also to intervals dedicated to child-rearing up to the age of 1.5 years. In instances where there is a shortfall in either the stipulated employment duration or pension coefficients, it is permissible to purchase additional credits by paying voluntary insurance contributions.

For fathers of large families, the Russian legal framework does not accommodate an early retirement option. However, their insurance record remains unbroken if they opt for parental leave in lieu of the mother, which similarly contributes to the accrual of pension points.
