The Russian government has proposed establishing scholarships of 20,000 rubles for 5,700 outstanding students. The presidential scholarship, amounting to 30,000 rubles, will be awarded to 3,400 students. Drafts of the government resolution and presidential decree have been published for public discussion, which will conclude on July 18.

The government scholarship can be awarded to citizens studying in any specialties and fields, ensuring comprehensive coverage of students with incentive measures. The scholarship amount will be 20,000 rubles, and starting September 1, 2025, it will be indexed annually to match inflation rates. This scholarship will benefit 5,700 outstanding students.

A monthly scholarship of 30,000 rubles will be granted to 3,400 students, cadets, and trainees studying in Russian institutions in specialties or fields aligned with the priorities of scientific and technological development as defined in the Strategy for Scientific and Technological Development of the Russian Federation. This scholarship amount will also be adjusted for inflation.

Russian President Vladimir Putin instructed the increase of the presidential and government scholarships to 30,000 and 20,000 rubles, respectively, following a meeting with students during his visit to the Immanuel Kant Baltic Federal University in Kaliningrad at the end of January 2024.

Larisa Tutova, a member of the State Duma Committee on Education, noted in an interview with Parliamentary Newspaper that the new scholarship amounts will motivate students to acquire knowledge and achieve results.

Universities determine the size of academic scholarships themselves, but the payments cannot be lower than the standards set by the Russian government. Currently, the minimum academic scholarship is 1,900 rubles.

Students from socially vulnerable categories, such as orphans and disabled individuals, in addition to academic scholarships, can also apply for social scholarships. This academic year, the social scholarship amount is 2,700 rubles.
