Developing and adopting a comprehensive document to address domestic violence is complex and time-consuming. It’s essential to “take it step by step,” incorporating aspects such as criminalizing stalking and creating a support and protection system for domestic violence victims.
This perspective is held by State Duma Deputy Ksenia Goryacheva from the “New People” party. She proposed establishing crisis centers and hotlines in Russia to support individuals in difficult situations.
Additionally, Goryacheva suggested training police officers in methods of responding to domestic violence, equipping them with the necessary tools. She emphasized the need to dismantle harmful stereotypes, noting the unfortunate prevalence of the belief that toxic relationships between close individuals are normal. Such thoughts must be eradicated, according to Goryacheva.
Recently, it was reported that a draft law defining types of domestic violence has been submitted for government review. The authors of the bill propose the isolation of individuals committing violence against their relatives, which could be initiated based on a statement from the victim or their representative.
The specific procedure for such isolation is to be determined by the government. The draft law also includes provisions for preventive registration of individuals who commit violent acts within the family, a task to be managed by the Ministry of Internal Affairs (MVD).
