Russian President Vladimir Putin has signed several laws, including one extending payments of 450,000 rubles to large families intended for mortgage debt repayment.
The document has been published on the official legal documents website. The legislation was prepared at the President’s instruction, which he announced during his address to the Federal Assembly. These payments will continue until December 31, 2030, with funds totaling nearly 648 billion rubles allocated from the federal budget for this purpose.
Additionally, the law excludes certain organizations from the list of entities authorized to issue mortgage loans. According to “DOM.RF,” these entities have engaged in dishonest practices in implementing state support measures for citizens. More than 300 criminal cases related to misappropriation of budget funds have already been initiated in Russian regions.
The law signed by the President also prohibits using these payments to repay mortgages taken out to purchase housing deemed unfit for habitation.
Furthermore, changes are introduced regarding the conditions for families who used mortgage funds to acquire land for individual housing construction (IZHS). Now, they will receive the payment only after completing construction and registering property rights to the house.
The law comes into effect upon its publication.
