Sergei Mironov, the leader of the “A Just Russia — For Truth” party, proposed raising minimum wage rates to the level of the minimum wage.

The authors of the bill drew attention to the shortage of workers in almost all sectors of the Russian economy. According to them, the absence of minimum state guarantees for wages complicates the transition to an economy with higher wages and creates problems with attracting and retaining qualified personnel.

The document notes that in most Russian companies, tariff rates are set below the minimum wage. Previously, according to the previous version of Article 133 of the Labor Code of the Russian Federation, salaries could not be below this level.

Sergei Mironov stated that the reduction of wages below the minimum wage began back in 2007 when changes were made to the legislation that removed minimum state guarantees for wage payments and allowed employers to understate basic wages.

Currently, more than 700,000 Russians are facing this wage payment system.
