Deputy Prime Minister Dmitry Grigorenko has instructed the Ministry of Finance and the Ministry of Digital Development to explore extending preferential mortgage programs for IT specialists. The relevant proposals are expected to be submitted by June 20, as stated by the Deputy Prime Minister’s office.

These proposals aim to include conditions that will help retain highly qualified IT specialists in various regions of the country.

Current Status and Implications

  • Suspension by VTB Bank: VTB Bank has already halted issuing IT mortgages as the allocated quota was exhausted. The Ministry of Digital Development is working with financial institutions to extend the quota.
  • Housing as Motivation: Alexander Khachiyan, founder of IT integrator AWG and outsourcing marketplace SkillStaff, emphasized that housing conditions significantly impact employee motivation. There are instances where employees transition to accredited IT companies solely for access to preferential mortgages, without any salary increase.

Background and Impact

  • Program Launch: The preferential mortgage program for IT specialists has been available since 2022.
  • Utilization: Over 70,000 IT professionals have benefited from the program, with the total amount of loans issued reaching 630 billion rubles. This figure surpassed the expected support metrics for the past year by more than 50%.
