The Russian Federation Council has approved the extension of the program providing assistance to large families for mortgage repayment until 2030, along with a law allowing the independent sale of mortgaged apartments.

Large families that qualify by the end of 2030 will be eligible to receive 450,000 rubles for mortgage repayment until July 2031. The program’s extension for seven years will require an additional budget allocation of 648 billion rubles.

The bill specifies that the payment cannot be used to purchase unsuitable housing, and mortgage loans will be issued only by organizations regulated by the Central Bank of Russia.

Senators expressed concern about the potential impact of these changes on borrowers. Andrey Shevchenko pledged to prepare a bill that would enable regions to establish mortgage agencies to implement their own programs.

Deputy Finance Minister Ivan Chebeskov and Central Bank representative Alexei Guznov supported the initiative but also emphasized the need for discussions with regional authorities.

Valentina Matvienko stressed the importance of regulating the mortgage loan sector and expressed dissatisfaction with the lack of feedback from regions on the bill. She instructed that the necessary amendments be made and ensured their adoption.

The law allowing the independent sale of mortgaged housing was approved without objections. Russians will be able to sell apartments that are pledged to banks, provided they notify the creditor and agree on the procedure within 10 working days. This will only be possible in the absence of legal claims, bankruptcy procedures, or multiple pledges.
