In the near future, a draft law will be introduced in the State Duma that provides for criminal liability for the illegal use of images, voices, and biometric data of Russians.

“Izvestia” has reviewed the document. It states, in particular, that the development of technology has led to the ability to create videos and audio materials that use the images and voices of people. They recreate events that never actually occurred. Forgeries created using neural networks and artificial intelligence (such as “deepfakes,” “digital masks,” and others) cannot be distinguished from real material by a non-specialist.

The draft law provides for punishment for deepfakes in the form of a fine of up to 1.5 million rubles or imprisonment for up to 7 years.

The author of this bill is Yaroslav Nilov, the head of the Duma Committee on Labor. He stated that serious criminal punishment should be established for the use of such technologies for illegal purposes. There have already been cases where a person lost everything they had due to voice forgery. The Criminal Code of Russia should take into account modern realities, Nilov said.

“Izvestia” contacted the government and the Ministry of Digital Development with a request to comment on this initiative. However, their press services stated that such a document has not yet been received.
