The Russian government is set to establish a service for providing emergency psychological assistance to children and their parents. Deputy Prime Minister Dmitry Chernyshenko issued the directive for this initiative.

- Anonymity and Accessibility: The hotline, to be developed by the Ministry of Digital Development (Минцифры), will allow users to seek help anonymously.
- Comprehensive Social Support: Chernyshenko emphasized the need for significant improvements across various sectors, including education, healthcare, culture, sports, social protection, and safety. These changes aim to positively impact every Russian family.
- Focus on Vulnerable Families: Special attention will be given to families facing difficult circumstances, with an emphasis on addressing issues of social orphanhood.
- Digital Services Enhancement: Chernyshenko also instructed that digital IDs on the “Gosuslugi” portal be made more accessible to ensure that citizens can quickly receive their entitled benefits.
- Decade of Childhood: As per the presidential decree, the years 2018-2027 are designated as the “Decade of Childhood” in Russia. This period includes various initiatives aimed at the protection, upbringing, and development of children, as well as supporting their parents.

- Support for Young Families: The State Duma has previously proposed the creation of a psychological service to support young families and intensify efforts to combat tobacco, alcohol, and drug addiction among the youth.
