Under the proposal, families whose monthly income per capita is less than one and a half times the minimum wage will receive partial compensation of personal income tax (PIT), reducing the tax rate from 13% to 6% upon application by adult family members. Both parents will be eligible for this benefit.
Applications for the benefit can be submitted through the “Gosuslugi” portal, at multifunctional centers (MFCs), or at the offices of the Social Insurance Fund of Russia (SIF). The government will determine the procedure and conditions for eligibility.
It is estimated that around 4 million families, responsible for raising more than 10 million children, could benefit from this support measure.
To qualify for the payment, applicants must:
- Be Russian citizens permanently residing in Russia.
- Have no child support arrears.
- Have paid personal income tax during the year preceding the application.
- Have a per capita family income not exceeding 1.5 times the regional minimum wage.
The amount of the payment will be individualized and dependent on the total amount of taxes paid.
This new support measure, like other social benefits, will be protected against deductions for debts.
