The Russian software development and solutions company “BFT-Holding” has created a unified repository for electronic documents for the Ministry of Finance of the Republic of Belarus. This repository will store information on the financial and economic activities of participants in the country’s budgetary process.

Thanks to this Russian development, the Ministry will be able to transition to an efficient and secure electronic document workflow, creating conditions for reducing the amount of paper documentation exchanged by all participants in the budgetary process.

The need arose to create infrastructure for storing and processing electronic documents. The main element of such infrastructure became the “ED Storage” subsystem. “BFT-Holding” and the republican unitary enterprise “Information and Computing Center of the Ministry of Finance of the Republic of Belarus” (IVC Ministry of Finance of the Republic of Belarus) jointly designed, developed the main functionality, and launched the first phase of operation of the “ED Storage.”

Russian developers, in collaboration with Belarusian colleagues, not only performed technical work on developing such a subsystem but also analyzed and modernized existing business processes. They also created a legal framework for using a unified repository of electronic documents.

“The success of the project depended significantly on the synergy of specialists from BFT-Holding and IVC Ministry of Finance at all stages of creating the subsystem. Specialists interacted in preparing and coordinating key materials and project results with the Ministry of Finance of the Republic of Belarus. As a result, not only a ready-made solution and projects were obtained but also the necessary knowledge and competencies were transferred for the further development of the derivative product by the IVC Ministry of Finance of Belarus,” commented Natalya Zeitenedi, the CEO of BFT-Holding.

The director explained that, in the initial stages of development, it was decided to use an already developed and functioning solution from BFT-Holding. It was then deployed on the basis of the IVC Ministry of Finance of Belarus. After analyzing the methodology, changes were proposed to the legislation of Belarus, requirements for updating business processes, and corresponding requirements for adapting the ready-made solution. These changes led to the creation of a new software product – the Electronic Document Storage Subsystem.

In the next stage, the product was integrated into the overall system of modernization and other information systems. Currently, the new solution provides long-term storage of legally significant documents used by the Ministry of Finance in the budget planning and execution process.
