Deputies from the “A Just Russia – For Truth” party have introduced a bill in the State Duma proposing to include the entire period of childcare in the insurance record.
Currently, only 1.5 years out of 3 years, during which a woman is entitled to childcare leave, are credited towards insurance tenure. Additionally, the bill suggests lifting the cap on the total insurance tenure of 6 years.
Sergey Mironov, leader of A Just Russia – For Truth, explained the necessity of these amendments. Sometimes, due to various reasons including lack of nursery places, a woman is compelled to take a 3-year childcare leave. As a result, she loses 1.5 years of insurance tenure. The limit of 6 years on insurance tenure means that a woman is only credited for childcare leave for four children. If she has five or more children, her insurance tenure will not be counted.
For women who have raised five or more children, they would need to work to make up the missing 9 years of tenure for early retirement. Essentially, a woman who has given birth to five children is being asked by the state to go to work. This is unjust. The state should appreciate mothers of many children. The pension system should encourage birth rates and large families. The proposed amendments in the bill aim to address these issues, said Mironov.
