A group of deputies from the LDPR faction in the State Duma, led by its leader Leonid Slutsky, has drafted and submitted for consideration a bill that would prohibit smoking at public transport stops.

The authors of the bill clarified that the smoking ban would extend beyond the stop itself. Smoking would be prohibited within 5 meters of the stop. Additionally, the ban would cover smoking near entrances to shops and businesses located in residential buildings.

Current legislation already prohibits smoking at metro stations and within the buildings of railway stations, bus stations, and airports.

The explanatory note highlights that the proposed law aims to ensure favorable living conditions for Russian citizens, allowing them to live in a tobacco-free environment.

Earlier, it was reported that the Federation Council approved a law during its meeting on July 10, 2024, which introduces an annual 4% indexation of excise duties on tobacco and alcohol. This measure will be in effect for three years.

For cigarettes, the excise duty rate for 2025 has been set at 2,945 rubles per 1,000 units. An additional 16% of the calculated cost, based on the maximum retail price, will also be added, but this amount cannot be less than 4,000 rubles per 1,000 units.
