Starting from 2025, students in Russia will have the option to receive their diplomas in both paper and electronic formats, as per a corresponding draft law already prepared.

This was announced by Russian Deputy Prime Minister Dmitry Chernyshenko during a discussion at the St. Petersburg International Economic Forum (SPIEF), reported by RIA Novosti.

The experiment of transitioning student cards and academic record books into electronic format began on April 25, 2024, with volunteers participating. Electronic versions of documents confirming students’ education can be found in their personal accounts on the “Gosuslugi” portal and will also be available in the form of a QR code in a mobile application.

The trial with digital diplomas started earlier, and their use will be legalized by 2025. Chernyshenko emphasized that every Russian student will have the right to independently choose the diploma format.

It was also revealed earlier that the Russian Ministry of Education suggests adding additional information about the student when issuing their higher education diploma, which could be useful for employers.

Additionally, the ministry announced efforts to improve the scholarship system. It is envisaged that by 2030, scholarships for Russian students should increase to the level of the subsistence minimum.
