Russian women are more likely to consider having a child if maternity leave conditions are improved. This was identified as the primary motivator in a study conducted by experts from “Yakov & Partners” and the “Romir” holding, with results reported by RIA Novosti.

Key Findings:

  • Maternity Leave: 52% of the women surveyed emphasized the need for better maternity leave conditions.
  • Healthcare: Around 49% of respondents also highlighted the importance of quality medical care.

Men’s Perspective: Men participating in the survey stated that increasing the size of maternity capital and improving access to kindergartens are essential for encouraging families to have children.

High-Income Families: For respondents with higher incomes, the availability of kindergartens, extracurricular activities, and child-friendly vacation options were significant motivators.

Regional Differences:

  • Higher Motivation: The desire to have children was most frequently expressed by residents of the Far East.
  • Lower Motivation: Those living in Siberia were less inclined.
  • Influencing Factors: In regions with fewer people wanting children, factors like access to kindergartens and family mortgages were highlighted as important.

Legislative Developments: The State Duma recently approved a bill introducing annual payments to parents with two or more children under 18. However, eligibility is restricted to families with an income per person not exceeding 1.5 times the minimum subsistence level.
