The State Duma has decided to extend the validity of the law regarding payments to large families until December 31, 2030. According to its speaker Vyacheslav Volodin, this decision was made in accordance with the instruction of the President of the Russian Federation, Vladimir Putin, which he voiced during his address to the Federal Assembly.
The law provides significant support to Russian families raising three or more children. The payment amount is 450,000 rubles. This money is provided for partial or full repayment of debt on a mortgage loan.
In 2023, 190,000 families received such payments. Extending this provision will require allocating over 647 billion rubles from the budget.
Several changes have been made to the current law. For example, the State Duma has excluded a number of organizations from the list of those eligible to arrange mortgages, as they demonstrated dishonest work. Additionally, a family will not receive payment if the housing purchased at the time of the transaction was deemed unsuitable for living.
The procedure for providing payment when purchasing a land plot for individual housing construction (IZHS) has also changed. It will be carried out only after registering ownership rights to an already built residential house. This will prevent situations where land was purchased, payment was made, and the house on the plot never materialized.
