Russian regions may be granted additional powers that will allow them to establish new regulations governing the allocation of land plots from the state fund for large families, participants of the Special Military Operation (SMO), and other privileged categories of citizens.
Existing laws do not account for differences in land use across different regions of Russia and do not provide for the possibility of establishing procedures for granting free plots to beneficiaries, according to the “Parliamentary Newspaper.”
The proposed bill will empower the subjects to determine the procedure for providing land to privileged categories of citizens. They will also be able to consider various factors, such as the length of residence in the region, when determining the priority for issuing a plot.
Furthermore, the draft law provides for expanding the circle of persons entitled to social support instead of land provision.
Currently, land from the state fund can be obtained by:
- Heroes of the Soviet Union,
- Large families,
- Veterans,
- Orphans,
- Young families.
Russian President Vladimir Putin has also recommended providing free plots to citizens participating in the Special Military Operation. In this regard, regions will have the right to establish additional conditions for obtaining land. For example, in St. Petersburg, the “Land Capital” certificate has been introduced, allowing large families to choose between waiting in line or receiving funds for land purchases.
The authors of the new amendments to the Russian Land Code note that such an approach will help balance the interests of Russians and prevent the emergence of social problems.
